Public Administration has moved to The Hague

The Institute of Public Administration has left the Faculty of Social and Behavioural Sciences since 1 January 2012. Its is now a part of the Campus The Hague Faculty, both formally and in an administrative sense. This means that all of the Institute’s programmes, research, staff, finances and infrastructure fall under the responsibility of the Faculty Board of Campus The Hague. The composition of the Board and Co-participation Council as of 1 January 2012 has also been determined (at first via a transitional arrangement). Elections will be held for the Faculty Council in the first half of 2012.


Transition

Not much will change immediately in the daily running of the Institute. This is because the decision was made to implement the transition gradually in order to affect the teaching and research as little as possible. As a consequence, the Institute’s support services will still mostly be provided by the Faculty of Social and Behavioural Sciences, but this will be steered by and in agreement with Campus The Hague. Furthermore, as of 1 January 2012, only the Institute’s master’s programmes will be taught in The Hague (Stichthage offices), whereas the bachelor’s programmes will continue to be taught in Leiden. The staff will all actually have moved to The Hague by 1 September 2012. The Campus The Hague Faculty is already preparing a request to the Executive Board to allow the bachelor’s programmes to move to The Hague as well, as of 1 September 2013. The research master’s, however, will not move to The Hague but will remain in Leiden.

Decision

The decision to make the transition of the daily running of the Institute a gradual one means that for both the Institute of Public Administration and the Campus The Hague Faculty, the year 2012 will be dominated by the transition. There is a great deal to arrange and agree upon: from the physical set-up of the Faculty to the structure of the organisation’s support services; from the inclusion of the Institute in the Faculty’s allocation model to the planning of the move; and from refocusing on contacts in and collaboration with Leiden to giving shape to contacts in The Hague.

Committee

To supervise the transition of the Institute to The Hague, the Faculty and the Institute have set up a steering committee whose members include the Dean of the Faculty, Jouke de Vries, and the Academic Director of the Institute, Bernard Steunenberg. This steering committee will supervise the activities of three workgroups:

  • operational management (under the leadership of the Director of Operational Management of the Campus The Hague Faculty, Rolf Oosterloo),

  • teaching and communication (under the leadership of the Director of Undergraduate and Postgraduate Studies, Jaap van Donselaar) and

  • regulations (under the leadership of the Executive Secretary, Frederiek Lommen).


Consequences

The Institute’s transition to The Hague has consequences for everyone linked to the Institute and/or Faculty. It depends on the individual how significant these consequences will be and when they will become apparent. The students and lecturers from the master’s programme will, for example, have to travel to The Hague for their teaching from 1 January 2012; some support and management staff (ondersteunend- en beheerspersoneel; OBP) will provide support in both Leiden and The Hague; it will be busier at the Stichthage location from January 2012; and from 1 September 2012 the whole Institute will be located in the Hague Academy Building (on the corner of the Schouwburgstraat and the Casuariestraat).

In order to make the transition as smooth as possible, it is important that all those involved are informed in good time about what effect this will have on them. The Faculty and the Institute are therefore not just providing general information about the transition but also information aimed at the different groups. The Faculty and the Institute will post general information on their websites and will send out specific information via mail and post.
